Overview

In Minecraft 1.21.4, Blue Concrete is a coloured block. It has no crafting recipe — you collect it by mining it where it generates. Hardness 1.8 puts it in the middle of the pack for mining speed.
Mine it with a wooden pickaxe or better, or you get no drop at all. Broken correctly, it drops itself. It offers almost no protection from explosions (1.8 blast resistance).
A full stack holds 64. It is not used in any crafting recipe.

Blue Concrete resists blasts at 1.8, which is not enough to survive anything explosive nearby. Light does not pass through it, and it emits none of its own. 64 fit in a slot — a full stack. A pickaxe is the fastest choice here. A tool of the wrong class is no better than your fist — the speed bonus is tied to the block's own tool tag.
