Quartz Pillar counts as a Nether block in Minecraft 1.21.4. You craft Quartz Pillar rather than find it ready-made. Its hardness of 0.8 makes it a normal, unhurried block to mine.
Anything below a wooden pickaxe breaks it without leaving a drop. It drops as the same block you mined. With a blast resistance of only 0.8 it will not survive an explosion.
