Overview
In Minecraft 1.21.4, Potted Bamboo is a plant block. It is available only in Creative mode or through commands. With a hardness of 0 it gives way immediately under almost any tool.
Any tool works, and so do bare hands. What you actually collect is Flower Pot and Bamboo. It is transparent, which matters when you are managing light levels.
With a blast resistance of only 0 it will not survive an explosion. Nothing on the crafting grid is made from it.
