A Golden Hoe tills 32 blocks and then breaks, which is about a third of a decent wheat field — so as a farming tool it is a joke. As an enchanting instrument it is the cheapest one in the game. Gold's enchantability of 22 gives it by far the best chance of high-tier rolls at a level-30 table, and because a hoe's enchantment pool is small, a golden hoe is an efficient way to fish for Unbreaking III, Efficiency V, Fortune III and Mending books to move onto the tools you care about. Combine that with a grindstone, which returns some experience when it strips an enchantment, and gold tools become a renewable enchantment lottery rather than wasted ingots. There is one legitimately practical use: a golden hoe with Efficiency V breaks hay bales, sculk and nether wart blocks almost instantly, so it is a fine single-session demolition tool for a Nether wart farm you are relocating. Everything else it does, an iron hoe does for longer and a stone hoe does for free. Think of the ingots as lottery tickets and the hoe as the scratch card they came printed on.
