In Minecraft 1.21.4, Potted Spruce Sapling is a plant block. It cannot be obtained in Survival — it exists for Creative mode and commands. A hardness of 0 means it is one of the quicker blocks to clear.
No specific tool is required to collect it. Instead of dropping itself it yields Flower Pot and Spruce Sapling. Because it is transparent it does not block light.
A blast resistance of 0 means a single creeper will clear it away. It is not used in any crafting recipe.
