In Minecraft 1.21.4, Polished Blackstone Stairs is a Nether block. Polished Blackstone Stairs is made at a crafting table. Hardness 2 puts it in the middle of the pack for mining speed.

Mine it with a wooden pickaxe or better, or you get no drop at all. Broken correctly, it drops itself. Sixty-four fit in one inventory slot.

The recipe calls for Polished Blackstone. A stonecutter can cut it straight from Blackstone, with nothing wasted. Nothing on the crafting grid is made from it.
