Minecraft classifies Bubble Coral Block as an underwater block. It is gathered by mining rather than crafted. At a hardness of 1.5 it takes a moment to break but never slows a build down.
It needs at least a wooden pickaxe to drop anything; a weaker tool destroys it for nothing. What you actually collect is Dead Bubble Coral Block. A full stack holds 64.

Being renewable, it can be produced indefinitely in one world. The fastest tool for it is a pickaxe; any other kind of tool mines it no faster than a bare hand does, because the speed bonus only applies to the tool class the block is tagged for. Broken normally it drops Dead Bubble Coral Block rather than itself; Silk Touch is what returns the block, and Fortune raises the ordinary drop instead.
